How about a Rights Issue with attached options in three tranches for shareholders? Like ICG are doing at the moment? Keeps the sophs out so there is no immediate sell, the dilution is “in house”, the benefits are given directly back to the share holders if the option targets are hit and finally, the options if hit will provide further capital which the shares granted will again be “in house”.
