So this WKT idea of Build, Own and Operate by external contractors... Seems to be popular with large scale infrastructure for governments.
It's cheaper on paper but there are risks that WKT doesn't seem to touch upon.
If the contractor starts to mess up or screw the government, they nationalise the project.
