In terms of procurement of spares and consummables and stores inventory drawdown, everything is in a state of flux and making sense of it (how much are you spending on establishing inventory and how much are you spending taking it out of the stores) is very problematic. The main problem is deciding which cost code to use for procurement and which stock code to use for stores issues. Is it a capital or opersatng cost? Is it sustaining capital or project capital? Is that box of bolts used to build a shelter hut for security a capital or operating cost? Does it compe under the mining or processing cost center? All of the challenges of setting up a procurement and inventory management system at a greenfield site in a remote corner of Africa with new staff all adds up to the company having very little confidence in what its costs are, but, they will not tell you that.
