The fact that they have not satisfied the conditions precedent to drawing on the debt in the first instance is the major headache here after so much time and particularly, DURING the very important construction phase. That shows inadequacy, ineptitude and unprofessionalism on behalf of management. OR God forbid, something untoward.
There is no disputing this IMO.
