Agreed,
Reality is, given the $^%& up with the first SBLC (regardless of who's fault anyone believes it is), all parties would now be crystal clear on what the requirements are and be working to deliver upon them accordingly.
@ Wilma - If there was a belief that SBLC couldn't be delivered upon they wouldn't be proceeding down this AGAIN and would be proceeding down multiple different pathways
