You are missing a few steps in the process.
Mine > Concentrator > Refinery > Cathode Manufacture > Cell Manufacture > Battery Packaging.
(The gigafactory is a combined Cell Manufacture and Battery Packaging plant.) Nothing will go direct from any north American mine (or South American brine operation) to the gigafactory. The US currently has zero capacity built for the other steps in the chain.
An L-Max plant would most likely be most efficient at the concentrator or at the refinery.
