they haven't drilled there. that is why they are doing soil sampling. they wouldnt be doing this in areas where they have already drilled.
re nobium being unfunded - it could be that they have agreements with Rio to only use the current funds for lithium exploration and perhaps they would need separate agreement with Rio. I am not sure what power Rio have under this arrangement with regards to exploration
