Granted there is a very real risk that one or more of MOUs do not progress beyond the due diligence phase (in which case a return to the 3s/2s range is not out of the question) however I feel we're reading too much into the last paragraph. Especially when taken into context with the rest of the document. Personally I take it as the company expressing it's fiduciary duty to remind us not to get too ahead ourselves.
Having been in the stock for the best part of a year now I have more than once questioned whether she has the legs to run. Though we are by no means out of the woods yet the recent developments in my opinion have changed the equation largely in favour of a longer term positive uptrend (maybe not to the heights that some people have thrown around but certainly fair market value is above current trading price). The path to production is no longer mere management lip service but tangible and measurable hence all the positive sentiment of late. Personally I would be happy if she settles in the 10-13c range.
