The plant which made it has been abandoned. It doesn't work and even if it did, it would cost more to operate than the product it made could be sold for. Even in best case scenario, if AGY ever gets a commercial operation happening, it will be a different plant using a tweaked system, because the old trailed system didn't work, as demonstrated.
It's obviously just clearing out some stock.
Stealth101: I think Pierre was referring to the fact that AGY is obligated to send millions of dollars to Puna every quarter and this sale is something in the ballpark of $200k, so it's a drop in AGY's budget bucket.
The sale isn't a bad thing exactly, but it's the equivalent of fetching that $20 you stashed under the mattress because your wallet is almost empty and you have a few grand in bills coming up.
