This site options analysis is interesting. Thunder Bay has been the named location for a Hydroxide plant for ages and the Seymour project isn't that close to Quebec. The Seymour project is however only about 10km from the Ferland Siding on the Transcontinental railway. One of the options being explored is therefore likely to be a site in somewhere like Quebec city, Montreal or Becancour which would use the railway to transport Spod concentrate from mine to the hydroxide plant. The benefits of working with the Ontario government for Hydroxide would be lost but the benefits of helping complete Quebec's supply chain through to Hydroxide would be gained. Additionally with the number of deposits in Quebec that have been identified, there is likely to be more options around 3rd part ore supply.

Its good that these options are being tested as they improve the chances of the option being selected being optimal, not just from a short list of alternatives but also from a longer list of possibilities.
