One would think as a sensible conglomerate, if M funds stage 2 construction or at least part of it, it makes sense they want to secure the respective output. IMO, things are about to happen quickly. Once permits are approved, im smelling some form of stage 2 funding and OT together or in close timing proximity shortly after.
