The law was written long time ago and fortunately for EMH and generally all prospectors in the Czech Republic in big favour of prospectors. Meaning if you follow rules to properly do EIA etc., you will obtain mining permit.
Btw if Czech Republic is so keen to do it's own exploration and processing why they do not started already? There is plenty of space around EMH leases where they can spend hundreds of millions of Czech taxpayers money on exploration. Also spend another decade or more as state owned companies efficiency suggests to find their own way to process lithium from Zinnwaldite. EMH did not started yesterday, it took many years to get to this stage we are now at. And I believe it will be rewarded.
