    I had some experience selling to the Australian government in a previous life. If you are not on the preferred supplier list, you have practically no chance. When it comes to defense, ASIO or police, you also need security clearance which is not that easy to obtain.

    Government workers are usually lazy. Without pre-approval, they will have to justify their projects, obtain multiple tenders, check out the tenderers and then get approval for purchase. It is a very costly and long drawn out process. For large projects they still have to tender but the contracts are mostly awarded to people on the preferred suppliers list. As I was told by government officials, it is a cover-your-backside exercise. Nobody wants to take the blame if the contractor is not on the list and the project later fails.

    If LVT has got the security clearance (presumably with the JEDA project) and now pre-approval and still can't make any sales, they might as well go home and baby sit.

    With "red is the new black" today, LVT is holding well.
