Capital is the lifeblood of a small cap-this is an unusual way because it is generous to current shareholders rather than a private placement where the profits go to brokers and friends who often sell their discounted share quickly and have little interest in the longer term progress of the company.

So many small caps are capital constrained which is the main reason while things go so slowly.
