Presumably the interest rates reflect risk that the project is not yet up and running, ie has construction risk, completion timing risk and product specification risk. I suspect the loan will be paid down quickly from R and D refunds and cash cost of interest will be immaterial in the scheme of things. For me it’s about being fully funded, great announcement IMO.
