Hazelwood was the worst CO2 emitting plant in the Western world. Nothing was going to save it. As for building technology around Hazelwood ash, at some point commerically LMG would have been a shag on a rock somewhere out beyond Cape Horn. Technology decisions of similar quality might explain a few things.
