It just a new way to raise capital using equity in the form of semi IPO in the new exchange. Newtrons obviously cannot put more money into it if using the conventional SPP, and it would look bad.
This just tell me how desperate PB want to raise more capital using equity atm. May be convertible notes can no longer sell..
