2.9MA$ in my opinion is not really much after more than 8 month. LOM needs the dividend and repayment of the loan to pay it's costs outside of Angola, mainly the HQ and new explorations/building up new infrastructure. So for this it rather sounds poor to me.

The really good news is that further repayment of the loan does not need individual authorization of the national bank. By the way I was not even aware that Angola has limitations in that direction but most likely quite usual for an African country.
