In a nutshell Todays announcement captures the recent sentiment shift from Luis Salaya (City Council) + Junta de Extremadura (Regional Gov) who are now asking Infinity to formally present the Underground Project for Assessment

How is this different from being denied and having to resubmit you ask ? Well a company can apply for an investigation or exploration permit when they see fit, the major difference with todays announcement is that it is the Government who are making Public Comments asking for the formal application to be submitted
