You need to understand that few boreholes remain gauge after being drilled and the annular volume is very sensitive to over gauge hole which almost all bore holes are to some extent .
A calliper log is often run to get a better idea of the cement volume to do the job .
They are likely to have pumped a higher volume of cement than posted above.
If the cement did reach the 9 5/8 casing depth then all is well as far as any formation damage to the reservoir from this long delay is concerned .
The annulus would have stayed full if the cement had reached the 9 5/8 casing .
When they finish the remedial cement job they might share the depth at which they opened the casing to the annulus and that will tell the story .
