If MIN do a capital raising through a right issue, which is what you are talking about then it's about 100% certain that not only will MIN take up their entitlement, but they will also underwrite the issue.
This means NWE will pay them fees as the underwriter and MIN can also pick up any rights not taken up and increasing their shareholding.
