I'm not sure if I'm confused or not, but I don't believe they are applying through ODC for a licence. The ODC has three licence types which are as below.

A person may apply for a licence and permit under the ND Act. There are three types of licences which may be applied for:

1. Licence to cultivate and/or produce cannabis* for medicinal purposes (Medicinal Cannabis Licence)
2. Licence to cultivate and/or produce cannabis* for research purposes related to medicinal cannabis (Cannabis Research Licence)
3. Licence to manufacture narcotic drugs (including from cannabis*).

If you read todays announcement carefully the application has been through the Department of Health in Victoria, which is not a national body. The licence they have applied for is specifically for the following..

• Sell approved cannabinoid medicines throughout Australia, where the law permits, under the Special Access Scheme and through the Authorised Prescriber Network.
• Import and Export cannabinoid medicines to and from Australia.

So this is a completely different licence and doesn't allow manufacture of goods. The process as their external consultants have said should be much quicker.
