LOI is not a legally binding agreement. It is just as it says , an intent. The rig will not be mobilised until a contract is signed and usually the mobilisation fee paid .
Maybe Tom is waiting for Sabre to pay their first cash call , or maybe some other matter.
An update about now would be enlightening and prevent further speculation .
