Yachty, I think NopeRope main message is that he would like to hear that BRU has locked in the rig with a signed contract. Until that is done , nothing is going to happen. Usually an LOI has a drop dead date by which the oil company must sign a contract or the rig company can move on to another client. I am not saying that is the case here but we don’t know . Maybe Tom is not willing to sign that contract until BRU has locked in a farminee for Raffa Shallow and/or Sabre show us some money. Sorry to sound a bit pessimistic but the words Buru and Delay nearly always go together .
