The prices would have been agreed. The IER will recommend if it’s fair. That’s all.
The LOI just should have disclosed the prices.
Similar to a non binding offer that you see in a takeover. However HFRs major shareholder and board have said they want this to go through so indicative prices at least would have been informally agreed.
