If management said they expect the permits in a few weeks - how is that any different to their expectations in June . Etc .

They can be optimistic- but largely it's out of their hands .

Anything they could say otherwise would be insider trading . Always sceptical of the "call management " as it implies some degree of spin - converts sceptics .

This is just a case of market expectations upbeat a price - and if it doesn't occur impatience deflates it.

I have no doubt this will run when it drills - but I think the delays so far equate to a slow red tape , and a misunderstanding by management of the lengths required.
