Protagonist would well know this is an inground value which doesn't include costs of extraction (low, as it's near to surface), extraction/processing (no reason to assume this will be particularly high) costs of building a plant/or sending to a processor (low it's in Mexico and there are no doubt processors nearby). Oposura included processing at a plant some distance.

Plus not all the value in the ground can be extracted. So assuming relatively high extraction and processing rates, it's still a significant asset.
