I think HAS needs to sort out funding. once that is known it needs to deliver on what it says. we should have answers on funding soon. more govt support would be great and hopefully any terms agreed are competitive especially since US rates have likely peaked with rate reductions likely next year.
if the above is sorted and RE prices improve next year it could gain some momentum. if timelines lag and they need to do significant capital raisings then the SP could tank even more.
regarding your q re why there is so little discussion perhaps everyone is in a holding pattern until we know more.
