    It will be the Angolan's SWF cash being used for these long lead items so MNB shareholder's interest are not at risk from these long lead items being ordered. I'd think the SWF would have had to give the go ahead for those funds to be committed so this is probably a show of confidence from both the boards of MNB and the SWF. In fact the SWF already had shown enough confidence in committing US$10mill for stage 1.
