Thanks for reply. But as I mentioned the photo tells me otherwise. I am pretty sure the fine circuit was running by the time the photo was taken. I do not know if it is running now or not. Maybe the circuit got some problem and got shutdown. Unless you clarify your information of source, I will insist that the fine circuit has been commissioned and is currently running. Hot shutdown is inevitable during ramping up stage. But the frequency of hot shutdown will reduce significantly as the processing team will tune the plant better day by day.
