Maybe the Port Manchackers have been reading too much Washington Post: Bit of a possible scare campaign about Graphite in the past based on google. Hopefully there is no green scare campaign underway against the plant.

I read that it typically takes about 150 days to build a normal standard plan, non prefab home from Foundations to Cert of Occ in the US. The BAM plant has heaps of environmental issues to cover. I expect they will be behind schedule at least a full quarter best case now. And then there is the risk that somebody has been poisoning the well so to speak. A first rejection is a bit of a kiss of death (as now everybody will be worried about why it was previously rejected), even though I have no doubt the plant will be run very carefully without risking covering everything in the area in graphite and/or carbon.
