There is no outlook for the next 1-2 quarters in this presentation, that is not a good sign from operation front. 
Where the capital for this upgrade come from? obviously new equity or debt.
BLK has failed every CR so far, I doubt how can they convince investors to through more good money after bad. 1-2 cents with huge dilution.

Or they just borrow more.
