The remainder (the 8m odd shares) is shortfall and allocated at discretion of the board. No 708 certificate required.
My workings are that eligible holders who applied for shortfall to the maximum would get 128% over their entitlement in shortfall.
However, this presumes that the board will issue on a totally shareholding based pro-rated system. Many boards do not.
Given the state of the share register I would hope to see recognition of those who have not sold shares with increased placement.
