You need to understand the concept of shortfall....there will be 22m oppies, based on the 1 for 2 entitlement, we all get a fair crack at it....however, if Fred Nerks holds 10k heads and is entitled to 5k oppies, he pays 5 bucks to get them. If he doesn't pay, or couldn't be bothered,those 5k oppies become shortfall.....so, if all holders take their entitlement, there won't be any shortfall....simples.
For the directors to direct the shortfall at their discretion can be a contentious issue, but it's an established practice, so, it is possible that some holders may get extra, possibly due to loyalty etc.
Basically, it's a case of....if you are a holder, and get the chance for oppies, take it, even if it's only a few bucks worth, they'll be a cheap ride
