    I was one who didn't participate in the SPP.
    I find it "amusing" that participants in the SPP didn't know what price they would pay (but would have had a reasonable idea) prior to it's closing, whereas the placement people knew the exact price they would pay.
    Once upon a time you knew the cost of all issues prior to closing dates, but I guess this is progress.
