Brokers / funds will also be seeing this, it will only take 1 major investor to stop this control. If I had the funds at my disposal I would do that today by soaking everything at 46c and buying hard into the close, thus leaving the seller without their shares.

I don't think funds will be taking a major position in this any further until the kimbo licence is confirmed - so while it is immaterial and - as the company has said - just a process, it is holding the SP back. That's a good opportunity for a sophisticated investor to get in ahead of the funds.
