All it is is a broker with a large sell order and a broker with a large buy order and rather than smack the depth hard they just feed it with small parcels to try maintain equilibrium, one at times will over run the other thus adjustments in price action, it really is no big issue, they are here to stay and taders need to just get over it and try to read which side has the most greed or supply.
Now as for the other chappies volume rant, today is very low considering the time of day, only about 25% of the average daily volume.
