imo I see it as the most important point of all. think of it a contractor engaged to work on a building site and given a piece of paper that says you have worked x amount of hours and earned $$ for the month.... by the way that $$ wont be in your account until we are satisfied but you still need to spend YOUR $$ to fulfil our contract..... imo of course
