The $2.8M is guaranteed for the scope of work. If the work isn't completed using the $2.8M, BARDA can release further funds up to the ceiling of the $8M. However, if the $2.8M covers the work, no more funds released.
Suffice to say however, that nothing stops other contracts being awarded.
