It appears to be amateur hour from a few corrupt officials. Zambia is one of the leading copper mining judications so has a lot to lose here setting this precedent. The country will implode completely if the rule of law doesn't prevail, which I suspect it will once worked through.
Desperate people doing desperate things to promote their lot in life generally make such judications high risk
