The issue is that you can only pay dividends out of profits. Dividends can be paid from this years profit even with accumulated losses as long as the company retains sufficient to ensure any debt obligations (eg interest or repayment schedule) can be met. The JARE agreement makes this hypothetical until the loan amount threshold in that agreement is reached.
Personally I want the company to grow using the profits rather than debt which is getting more and more expensive, not pay dividends in the short term.
The issue is that you can only pay dividends out of profits....
