If you want to work out just how they "finally figured it out" go read the language in the tender docs, particularly around necessity commercial customer base & viability, and pretty much the entire evaluation criteria.
Totally foreign sentiments to EVERY US Govt & private report on RE since 2008, and there have been a pile of them.
Then ask yourself where you've heard those sentiments & language repeated incessantly
