The US will be a huge consumer of REO end products that are finished. Right now with the exception of a small amount of La and Ce they cannot use any REO or Metals at all. So everything will have to go to Japan or EU or Vietnam and a few other places, I do not see it going to China but anything is possible, for processing and return to US inside products.
I find diversifying production as a very good thing. I found the choice of US interesting. that is not good or bad just interesting. Product will have to be shipped in and out of US. The heavies in general have a very high Value to weight ratio so Shipping is a very small consideration.
