Make no mistake, Lynas not only has the IP to process SEG/HRE they are confident they have the most cost effective process and Blueline provide a brownfield where this can be fast tracked with numerous assets already in place, incl downstream expertise, plus a footprint supporting expansion.

US Govt has called for expressions of interest for distinct projects, each to be eligible for matching funds up to $20M for US domestic:

LRE separation & finishing to oxides

HRE separation & finishing to oxides

    Metal & Alloy manufacture

    NdFeB manufacture

In other words a RE magnet supply chain, first solid indication US is finally prepared to seriously walk the talk of the past decade.

Any with a rudimentary knowledge of the industry, Kal outline & recent history should be able to figure how Lynas is going to pull all this together, I've certainly pointed at it all at various stages, incl a specific mag maker a couple of years back.
