What is the approval they are yet waiting on for Gingin? is this a real risk?

with so much debt to get to this point, if those doors don't open this is still high risk... in particular considering history..

..but if revenue is sustainable (minus jiggle numbers), and Gingin brings the game; they could still do this, as it ain't bad at these levels or am i missing something?
