I don't think that it is technically rigged however, it is manipulated by the brokers and institutions by way of bots which allow them to get away with things that are not allowed by the general punter out there.
The problem is that the government does not care about the little person, only the Superannuation companies and insurance companies that the government wants to make money so the plebs will not have to claim the old farts pension.
There should be a royal commission into this, in conjunction with a few other little rorts, but, it won't happen for the reasons previously stated.
