I wouldnt think that they will be building a VFB from scratch..probably taking a Chinese or Singaporean unit and adapt it for WA conditions , then stamp it Made in Australia. As long as it is assembled in Australia with WA cabinet, it can be stamped thus.
This minimises any risk..
