I worked at IGO in exploration and was told that IGO had approached TAR about doing a JV and they had been knocked back. The geological team I was working with at the time said that TAR was pretty confident that they had the ability to go it on their own and that was as far as it went.
IGO has JV's in place with an array of juniors like TAR where they take over the heavy lifting for a percentage of the project and at the time for whatever reason it didn't go any further with the two.
