Thesally’s Huandot is only a few km's from Winchester, but has been mined before, and does have ore reserves. The govt will go for those with the most certainty, and no ore reserve means no go. That's why the JORC code is there, to give the various levels of legal certainty as a project progresses from discovery through the many steps to mining.
