yes apparently the gov't free carry "bit" can kick in some years AFTER production starts.

Being in Actual Production could generate such offtakes of say 20/30kts . Even your Dragon SOE's could up theirs 5/10% ?They're real keen to get amongst your Jumbo, right? Why delay their satisfaction diddling round for 20kts ?
